Falstaff is
telling the hostess to be quiet, as he is about to launch into yet one more of his
lengthy, bombastic speeches. Whilst I can’t say that I’m familiar with these terms,
pint-pot and tickle-brain, based on the context they appear to be
mildly negative epithets; particularly when prefaced with good. Think of
them as being sort of like Archie’s reference to Edith as a dingbat, if you’re
old enough to know what I’m talking about.
